How to Start a Business in Lynchburg, Virginia
Why Lynchburg Is Central Virginia’s Business Hub
Lynchburg sits at the foothills of the Blue Ridge Mountains along the James River, earning its nickname “the Hill City” from the seven hills that shape its geography. With a city population of approximately 84,000 and a Lynchburg Metropolitan Statistical Area of around 265,000, it functions as the commercial, cultural, and retail capital of Central Virginia.
The city’s economy rests on a more unusual foundation than most Virginia markets of comparable size. Framatome — the North American headquarters for nuclear fuel and reactor technology — anchors a nuclear manufacturing cluster unique in Virginia. BWX Technologies, another nuclear technology firm, reinforces that cluster. Alongside nuclear manufacturing, Centra Health is one of the largest healthcare employers in the region, and Liberty University — Virginia’s largest university by enrollment — drives a steady flow of students, employees, and consumer spending.
That higher education presence extends well beyond Liberty alone. Lynchburg is home to seven institutions: Liberty University, University of Lynchburg, Randolph College, Sweet Briar College, Virginia University of Lynchburg, Central Virginia Community College, and Virginia Technical Institute. The combined student population exceeds 25,000, creating a large, continuously replenishing labor pool and consumer base for service businesses, retail, hospitality, and technology.
In 2015, Lynchburg became the first city in Virginia to earn a federal TechHire Community designation — a signal of the city’s commitment to workforce development in technical fields. In 2019, Reviews.org named Lynchburg the #1 place in America for millennials to relocate, citing the combination of low cost of living and outdoor recreation access. These aren’t marketing slogans — they reflect real fundamentals that affect your ability to hire and retain employees.
The Lynchburg Office of Economic Development and Tourism is your first call for startup resources. They’re located at 900 Church Street, Lynchburg, VA 24504, reachable at (434) 455-4490, and maintain an online presence at opportunitylynchburg.com with a downloadable startup guide, Enterprise Zone grant information, and incentive program details.
The Lynchburg Regional Business Alliance — the city’s combined chamber and economic development entity — operates The Center for Entrepreneurship in downtown Lynchburg (GO Virginia funded), offering workspace, programming, and community for early-stage businesses.
For transportation, Lynchburg benefits from access to I-81 and I-64, daily Amtrak service to Washington, DC and New York City, and Lynchburg Regional Airport (LYH) with direct commercial service to Charlotte (CLT). Commercial lease rates run substantially below Northern Virginia and Hampton Roads. Virginia is a right-to-work state. There is no city income tax. The Virginia corporate income tax is a flat 6%.
Step 1: Choose Your Business Structure
Your legal structure determines your liability exposure, your tax treatment, and the paperwork you file with the state. For most small business owners in Lynchburg, the LLC is the practical starting point — liability protection with pass-through taxation and minimal administrative overhead.
LLC: File Articles of Organization with the Virginia State Corporation Commission (SCC) at cis.scc.virginia.gov. Filing fee: $100. Annual renewal: $50 per year.
Sole proprietorship: No SCC filing required unless you use a trade name. If your business name differs from your legal name, file a fictitious name certificate with the SCC for $10.
Corporation: File Articles of Incorporation with the SCC. Fee: $75. Corporations involve more ongoing formalities than LLCs.
S-Corp election: Not a formation type — it is a federal tax election you make separately with the IRS on Form 2553. The SCC has no role in this election.
Partnerships and LLPs: Less common for first-time owners. General partnerships involve shared personal liability. LLPs limit partner liability and require SCC registration.
The SCC Clerk’s Information System at cis.scc.virginia.gov handles online name searches, filings, and trade name registration. SCC help line: (804) 371-9733 or toll-free (866) 722-2551.
Step 2: Get a Federal Employer Identification Number
Obtain a free EIN from the IRS at irs.gov/ein. The online application takes about 15 minutes and issues your number immediately. You need an EIN to open a business bank account, hire employees, register for Virginia taxes, and complete Lynchburg’s business license application.
Even sole proprietors without employees typically want an EIN to keep business and personal finances cleanly separated.
Step 3: Register with Virginia Department of Taxation
Register for applicable state taxes at tax.virginia.gov. If you sell taxable goods or services, you need a sales tax certificate of registration before your first transaction.
The sales tax rate in Lynchburg is 5.3% — 4.3% state plus 1% local. This is the standard rate for Central Virginia.
If you hire employees, register for employer income tax withholding. You will remit withheld state taxes to the Department of Taxation on a schedule determined by your payroll volume.
Step 4: Get Your Lynchburg Business License
Lynchburg’s approach to business licensing has two features that distinguish it from most Virginia cities.
The $150,000 BPOL Exemption
Effective January 1, 2023, Lynchburg does not require a business license and assesses zero BPOL (Business, Professional, and Occupational License) tax for any business with gross receipts or purchases of $150,000 or less. This is one of the highest exemption thresholds in Virginia.
To put it in perspective: Virginia Beach starts taxing at $50 in gross receipts. Norfolk starts at $50. Many Virginia jurisdictions exempt only businesses under $25,000 or $50,000. Lynchburg’s $150,000 threshold means most home-based businesses, freelancers, early-stage startups, and small retailers operate entirely license-tax-free.
Important: This exemption is local BPOL only. Even with gross receipts under $150,000, you still need your SCC entity, EIN, and Virginia Department of Taxation registrations — those are separate requirements that apply regardless.
The Combined License and Zoning Form
Lynchburg has streamlined its process by merging the business license application and the Letter of Zoning Approval into a single combined form. In many Virginia cities, you visit the Planning or Community Development department separately before the Commissioner will process your license. In Lynchburg, one form covers both — the Planning department verifies your location as part of the same application.
Find the combined form on the Business Licenses and Zoning Approval Forms page at lynchburgva.gov.
Submit to:
Commissioner of the Revenue 900 Church Street, Lynchburg, VA 24504 Phone: (434) 455-3880 Hours: Monday – Friday, 8:30 AM – 5:00 PM
For new businesses, estimate your gross receipts from your start date through December 31 of the current year. Once you have operated through a full calendar year, your license is based on prior-year actual figures. Renewals are due March 1 each year.
BPOL Tax Rates (If Gross Receipts Exceed $150,000)
If your business exceeds the $150,000 threshold, these rates apply:
- Retail merchant: 19¢ per $100 of gross receipts
- Contractor: 15¢ per $100 of gross receipts
- Business or personal service: 34¢ per $100 of gross receipts
- Professional service: 55¢ per $100 of gross receipts
- Wholesale merchant: $20 flat fee plus 26¢ per $100 of gross purchases
Example calculation: a professional service firm with $250,000 in gross receipts pays $250,000 ÷ 100 × $0.55 = $1,375 in BPOL tax.
Step 5: Zoning Approval and Additional Permits
Because zoning approval is built into the combined license form, most businesses in Lynchburg won’t need a separate Planning department visit. That said, several situations require additional permits or clearances before your license is issued.
Home-based businesses are allowed with restrictions. The zoning approval section of the combined application will clarify what is and isn’t permitted at residential locations.
Food businesses must obtain a Health Department permit before a business license is issued. Contact the Central Virginia Health District for inspection and approval requirements.
Alcohol: Obtain an ABC license from the Virginia Alcoholic Beverage Control Authority before opening. ABC licensing is handled at the state level and is separate from local licensing.
Contractors must hold a Virginia DPOR contractor license — Class A, B, or C depending on project size and type. Your DPOR license documentation is required when you apply.
Meals tax, lodging tax, and amusement tax apply to restaurants, hotels/B&Bs/short-term rentals, and entertainment venues respectively. All are administered by the Commissioner of the Revenue — register separately for each applicable tax.
Business personal property tax: All Lynchburg businesses must file an annual return for equipment, furniture, computers, and other tangible business property. Manufacturing and processing equipment is taxed under a separate machinery and tools category.
Step 6: Open a Business Bank Account
A dedicated business bank account is non-negotiable. Commingling personal and business funds creates accounting headaches, complicates tax preparation, and can undermine the liability protection your LLC or corporation provides.
Bring to your bank appointment:
- EIN letter (IRS confirmation notice)
- SCC formation documents (Articles of Organization or Incorporation)
- Business license or application receipt
- Government-issued photo ID
Local banking options with Central Virginia presence include Bank of Clarke County, National Bankshares (headquartered in the Lynchburg region), Carter Bank & Trust, and Atlantic Union Bank.

What Sets Lynchburg Apart
The $150,000 BPOL exemption is the headline advantage. If your first year or two produces under $150,000 in gross receipts — which is common for startups — you owe zero local license tax and face zero administrative burden on the licensing side. That’s a real financial advantage compared to starting a business in Norfolk, Virginia Beach, or Richmond.
The combined license-and-zoning form eliminates the multi-office shuffle that trips people up in other cities. One form, one submission, one process.
The nuclear manufacturing cluster at Framatome and BWX Technologies creates commercial demand that most comparably-sized Virginia cities don’t have. Professional services firms, industrial suppliers, safety training providers, and engineering consultants all benefit from proximity to that sector.
The seven-institution higher education ecosystem means a continuously replenishing workforce. For food service, retail, fitness, technology, and professional services, the student and young-adult population provides both labor supply and customer demand.
