The Most Important Thing to Understand: Leesburg Is a Town

But here is the complication that catches people: even with a Town BPOL license, you also have a separate obligation to Loudoun County. All businesses in Leesburg town limits must register with the Loudoun County Commissioner of the Revenue for Business Tangible Personal Property tax. Step 1: Choose Your Business Structure

Billing: Property taxes (county and town combined) are now administered through a centralized system managed by Loudoun County. You will receive a single combined property tax bill from the county — you do not pay the Town and the county separately for property taxes.

What the 10% Late Penalty Means in Practice

The March 1 renewal deadline is hard. If you file your BPOL renewal after March 1, the Town of Leesburg assesses a 10% penalty on the tax owed. On a $1,000 BPOL tax bill, that is a $100 penalty for missing a calendar deadline.

If you need more time, Virginia Code §58.1-3703.1 A 2 c provides a mechanism to request a filing extension for reasonable cause — but you must request the extension before March 1. You cannot retroactively request an extension after the deadline has passed.

Door-to-door sales representatives and solicitors face a dual permit requirement in Leesburg. You need:

Meals Tax and Consumer Taxes

Leesburg meals tax: 3.5% on prepared food and beverages sold for immediate consumption. If you operate a restaurant, café, food truck, catering service, or any food service business in Leesburg, you are a meals tax collector.
